| What are the INTOSAI and the XIX INCOSAI Congress? |
The International Organization of Supreme Audits Institutions
(INTOSAI) is an autonomic organization, independent, professional
and without any political end. It was founded in La Havana,
Cuba in the year 1953. Its objective is to promote between
supreme auditing institutions (SAIs) the exchange of ideas
and experiences regarding governmental auditing.
Every three years, INTOSAI celebrates a Congress (called
INCOSAI) to encourage exchange of ideas and experiences
between SAIs regarding public auditing and financial management;
to discuss and approve the resolutions and the common themes
about technical and professional matter, to formulate conclusions
and recommendations, and to give continuity to the international
cooperation of SAIs. |

Where will the XIX
INCOSAI take place?
The Congress will be organized by
Mexico’s SAI: The Superior Audit Office of Mexico, in Mexico
City, from November 5 to 10, 2007. |

| Which themes will be discussed
in the Congress? |
The selected themes
are approved by the INTOSAI Governing Board. The selection
process includes a survey of proposed themes, according
to their relevance for the INTOSAI community. For the XIX
INCOSAI Congress the themes will be:

Theme I: Management Accountability and Audit of Public Debt.

Theme II: Performance Assessment Systems based on universally
accepted key indicators. |

| What are the responsibilities
of the theme responsible? |
Chair
Full responsibility
for the complete development, document delivery and products
of a complete theme.
Vice-Chair
To assist the
President in the development of the Congress. To substitute
the President in case of absence.
Moderator
Conveyance of
the correspondent theme debate.
Rapporteur
Writing the Meeting
Records
Substitutes
To function as
moderator or rapporteur in case of absence.
Technical liaison
It is provided
by the SAI host (The Superior Audit Office of Mexico) and
it includes technical and administrative support to the
President (vice-president) and theme responsible. |

| The official working languages
of the Congress are: German, Arab, Spanish, French and English.

| Who will participate in
the XIX Congress? |
| Every member of the INTOSAI
(national and supra.national SAIs). The associated members
(international organizations, professionals and other organizations
that share INTOSAI goals). |

| How is the Congress developed? |
| For two years before the Congress,
INTOSAI members prepare the basic documents for Congress
program. Once the Congress starts, INTOSAI members work
in plenary sessions and discussion sessions. |

| What is the purpose of the
Documents? |
The Principal Papers, the
Country Papers and the Discussion Papers of each theme are
the Congress program basis and they help to the preparation
of the conclusions and recommendations.
The Principal Paper shows a global view of the discussion
theme and is elaborated by the SAI Theme President.
The country papers are prepared by SAIs interested
in contributing in the theme debates and are based in the
Principal Paper analysis.
The Discussion Paper, prepared by each SAI theme
president, incorporates the arguments, comments and options
contained in the Country Papers and is the basic document
for discussions during the Congress. |

| What kind of sessions take
place? |
• First Plenary Session (Congress
opening)
The Congress President declares the opening of the event
and explains the program.
• Theme Plenary Session
The theme president leads the discussions and a record about
the results of this session is prepared. Delegates have
the opportunity to further discussions and suggestion of
changes. Therefore; there is a session for each one of the
themes.
• Thematic sessions
Several discussion groups debate and present recommendations
for a specific theme. Delegates have the opportunity to
gather in sub groups for the same purpose. Two discussions
groups are regathered for each congress theme.
• Second Plenary Session
The final records are presented and approved for each theme.
These records are elaborated by the Theme presidents, and
are based on the previous sessions; general issues, presented
by the host SAI and the General Secretary, are discussed. |

| Congress Proceedings |
| Once the Congress is over,
the host SAI (The Superior Audit Office of Mexico in this
case) will collect the best sessions. This compilation will
include detailed discussions, resolutions, agreements, recommendations
and responsibilities to start the follow up activities.
Congress proceedings include all this information. |
