Dear colleagues:

It is a privilege to offer you my warmest welcome to Mexico, on the occasion of the XIX INTOSAI Congress celebration.

Every three years we have the opportunity of getting together with the purpose of knowing each other, exchanging our experiences, sharing our knowledge and debating on themes of the utmost interest for us all. This time, all this will take place in my country, where I hope you have a pleasant and productive stay.

Regardless of the necessary differences among us on traditions, languages and perspectives, our common ground is the fostering of a true accountability culture in each of our nations; an endeavor whose accomplishment is greatly supported by the outcomes of significant international forums, such as this Congress.

Indeed, the efforts performed by INTOSAI for spreading auditing knowledge by means of its several Regional Groups, Committees, Task Forces and Special Groups, have yielded substantial improvements and tangible products, which keep the INTOSAI community as a living and acting organism.

Nothing of this would be attainable without the open, democratic and enthusiastic participation of its members. This is an open forum to all opinions which, in turn, enrich our discussions and provide us with diverse alternatives for solving the problems we face in our everyday activities.

It is my wish that, as the hosts of this important event, we can offer you the best environment for your labors. Your generosity of sharing your knowledge as well as your disposition to assimilate the content of our debates will be greatly rewarded by the promotion of a wider understanding within our community, the attainment of fruitful agreements and the dissemination of the best auditing practices available worldwide. Let us not forget the spirit of our motto, that clearly synthesizes the goal of the XIX INTOSAI Congress; "MUTUAL EXPERIENCE BENEFITS ALL".
